Who manages these DNS? Govt? Private company? What does the private company get out of doing this? Do ISP's have to give some money to DNS companies...

Your registrar is the one in -charge of the nameservers. If you are hosting in the same company, then they will double up as your hosting provider.

It is managed by whoever is your registrar for your domain name.
