Can I install a Drupal 9 local development ?

I have to develop an app that talk with Drupal 8 APIs (this is on the production server). Can I install a Drupal 9 local development environment or I must have a Drupal 8 also on local ??

No need for a Drupal 8. You can install it independently.

Yes, but at the same time, it can run on its own as a stand alone.
